Article Abstract:
The policy of affirmative action has received much criticism in the 1990s from federal governments and business sectors. The system, launched in the 1960s, has been used as a tool for limiting discriminatory practices against ethnic minorities and women employees. However, critics believe that it has been unfairly used and has undermined the employment opportunities of qualified, non-minority individuals. Detractors of the policy are calling for a return to the earlier system of minority outreach without quotas or numerical minimums.

Article Abstract:
A study aimed to find out if state governments are getting disappointed with pay-for-performance compensation schemes just like the federal government. For this research, 189 state agency personnel management executives were surveyed. Findings revealed that pay-for-performance systems are still favored in state government. Moreover, almost all of the plans in the states make use of merit pay in spite of the challenges usually linked with it.

Article Abstract:
A survey of employment practices in 246 Farmers Home Administration district offices reveals that group population, upper-level agency representation, funding, interminority competition and region are the important determinants of minority employment levels. The study draws on local, federal and state employment studies and seeks to determine inter-agency employment patterns of Afro-Americans, Hispanics, Asian Americans and Native Americans.
