Article Abstract:

The advanced democracies are shifting from a reliance on representation toward a mixed repertoire that includes a greater role for "direct" and "advocacy" democracy. This gives rise to new problems that will require new solutions.

There is a strong current of support in Europe for direct, as against representational, democracy. Reforms to bring a greater degree of direct democracy will have benefits, but may have unintended consequences.
