Adoption and foster care of African-American children is widely debated because of the social impact of interracial adoptions. In countries with diverse populations, white babies are more easily adopted than children of other races so much so that foster care for black babies is often available only from extended families. Nevertheless, there are social work and child-care professionals who insist that children should be placed only in the care of foster parents of the same race. However, the welfare of the child should be the primary consideration of adoption policies.

The concern of presidential candidates in the 1992 US election with their popularity ratings on the opinion polls rather than with key problems facing the nation has revealed a need to reform the electoral system. The two main rivals, Republican Pres Bush and the Democratic nominee Bill Clinton, kept adapting their policy statements on several issues including the 1992 Los Angeles riots to gain a lead on the polls. The rising popularity of the independent candidate Ross Perot, on the other hand, is largely a result of voter dissatisfaction with the electoral system.

Article Abstract:
The 1992 US presidential election will raise significant political, economic and social issues for the American voter. One major question will be whether to vote for continuity under the Republican Pres George Bush or for change under the Democratic candidate Bill Clinton. The electorate, especially Afro-American voters, will have to decide which party's policies on economic assistance, education, health care and racial discrimination hold greater significance for the nation's future.
