Article Abstract:
The British Columbia Commission on Resources and Environment (CORE), which was formed to restructure the land use system, was able to develop procedural recommendations for promoting fairness in provincial land use allocation and management. However, more representation from the parties involved is needed at the level of the provincial government which is the final political authority for all CORE processes. The commission also needs strong political support for the implementation of its recommendations.

Article Abstract:
The role of revolving funds and its use by states to finance their environmental infrastructure programs are discussed. These financial tools have the advantage of less risk as a result of portfolio diversification and less cost as a result of the elimination of much financial contracting. Financial managers of states can utilize the fund to carry out socially oriented projects that are nonetheless economically efficient.

The USSR's government collapse may be attributed to faulty public management. Public administration was the focal point of existence in the Soviet Union, thus when it failed, it gave way to the overall decline of the USSR. Soviet public administration became incompetent and idle because there was incorrect and profuse political meddling, an absence of predictable legal conditioning and widespread practice of corruption.
