A review of the main determinants and characteristics of centre-local relations in Zimbabwe

Article Abstract:

A study ofthe Zimbabwe government was conducted to review the factors that shape the nature of centre-local relations using colonial and post-colonial conceptions, political decentralization theories and other determinants. Colonial conceptionof centre-local relations revealed a conservative manner of field administration while the post-colonial conception is more territorial. Local authorities' conception, however, indicates policy contradiction. Results show failure in the attempt to discover a decentralization model for Zimbabwe.

Between nations and states: the American experience with centralizing government

Article Abstract:

Prof. Ira Sharkansky argues that an excessively powerful and highly centralized democracy can be dangerous. Even well-respected and effective presidents who are devoted to more independence for subnational governments may experience failure when faced with strong centralizing incentives and preferences. The implication for federalism is that power is not easily given up once it is acquired. Federalism is thus seriously endangered in the US at present.

Revenue formation and revenue sharing in the U.S. federal system

Article Abstract:

The US federal system is a testimony that strong national and state governments are possible. Incident to this is the possibility of strong state and local governments. The American governmental system is at its strongest when government capacity at each level is high. Independent revenue sources and intergovernmental revenue sharing across levels of government are key elements in ensuring that the US government operates at a high capacity.
