Article Abstract:
The Baltic States will probably not be admitted to NATO during its first phase of expansion. This leaves Lithuania, Latvia and Estonia considering other methods of guaranteeing their international security from a potentially threatening Russia. European Union membership would provide international financial integration that could also enhance security, but the Baltic States are unlikely to be allowed to join until 2002 at the earliest. The Scandinavian countries, also touted by some as possible security partners for the three nations, lack a coherent policy toward the Baltic States.

Article Abstract:
Russia views the membership of former Soviet republics in NATO as threatening to its national interests. Russia objects to NATO membership for the Baltic states and, especially, Ukraine. This is because Russia wants to preserve its sphere of influence, although it does not plan to exert its authority over these countries. Russia sees the inclusion of Ukraine in NATO as an increase of Western influence in the region and a threat to Russia's economy. Russia may refrain from objecting to NATO membership for the Czech Republic, Poland, Hungary, and Slovakia.
