Article Abstract:
The Scientific Committee on Cosmetic and Non-Food Products, at its June 1999 plenary meeting, addressed several possible changes to European Union regulations. The group issued draft opinions regarding the use of some ingredients in fragrances and hair dyes, additions to the Annex III list of restricted ingredients, and the validation of alternatives to animal testing as a means of testing the safety of cosmetics.
