Article Abstract:
The number of children enrolled in ESL programs in British Columbia has skyrocketed, increasing 334% from 1986-96. This has caused many parents to object to funds being spent on ESL programs, when other educational programs are being cut. The province is also trying to get more federal aid for ESL.

The science test of the School Achievement Indicators Program has reignited national debate about standardized testing. Critics of the test argue that the tests do not measure what they were designed to measure and that they adversely effect teaching and learning.
