Who pays?

Article Abstract:

Twenty-one states in America since the year 1998 have mandated that private insurers cover contraception to the same extent that they cover other drugs or outpatient health services. Even though groups like Catholic charities have fought the exclusion, arguing that it violates religious freedom so far the states narrower exemption has prevailed.
