Budgets cut have devastated Canada's healthcare system. Finance Minister Paul Martin's policies have rendered hospitals unable to provide even the most basic care to many patients. Conditions are often unsanitary and the staff so overworked they cannot adequately attend to the needs of their patients.

The Canadian bookstore chain Chapters now has 10 superstores and the chain is thriving despite criticism from independent booksellers. 1996 was a good year for Canadian authors such as Margaret Atwood, Matt Cohen, Guy Vanderhaeghe and Jan Wong.
