Australian government should have an ethics minister in light of John Howard's unethical behavior. Howard is being criticised for the handling of Sen. Warwick Parer's breach of ministerial conduct, involving a sizeable coal-mining interest held in a Parer family trust. Howard's "honest John" image is being tarnished in part by the fact that Howard tabled his own 28-page ethics guideline for ministers after the Coalition's 1996 victory and has not asked Sen. Parer to resign.

John Howard and Peter Costello proposed the appointment of Robert Gerard where some of the Cabinet Ministers stated privately that they do not regard Gerard as a good choice for the Reserve Bank treasurer. Gerard appointment was the latest in a long series of tax stuff-ups by the treasurer where his other tax offences include the paper claimed, range from bracket creep to GST red-tape to the personal tax scales.
