The Canadian government has failed to establish a definite program for home health care, with no standards for quality and no legislation to protect the consumers. A recent study showed that more than 839,000 senior citizens who need health-related care at home are not getting it. Thus, homecare advocates are seeking publicly administered home care systems and laws that apply the principles of the Canadian Health Act.

British Columbia has announced that it will increase its health-care spending by 5.2% to C$7.7 billion in the fiscal year that starts Apr 1, 1999, up by C$367 million from this fiscal year's budget. The boost in health care spending is part of the province's plan to table a budget projecting the goverment's eight consecutive deficit. British Columbia spends 35% of its budget on health care.

It is reported by the Canadian Institute of Health Information that during the last 3 years, Canada's health-care spending has gone up by C$15-billion. The biggest spender, on a per capita basis was Manitoba at C$2,349.00 while Nova Scotia was the least spender at C$1.814.
