Canada officially committed itself to reducing greenhouse gas emissions to 1990 levels by the end of the decade at the 1992 Rio de Janeiro Earth Summit, but progress thus far has been slow. There is strong resistance to mandatory emission controls in Canada, especially in oil-rich Alberta.

A major achievement of the Earth Summit was the signing of Agenda 21, a 700-page model for environmental and economic reform. Environmentalists at the conference were disappointed, however, at the reluctance of Western nations to make financial commitments toward environmental protection.
