The concept of "exceptional circumstances" was introduced so that farmers and rural businesses in Australia could expect support in the form of interest-rate subsidies and a welfare component or relief payment. Further reports states that farmers on the margins of the areas facing exceptional circumstances sometimes are excluded from support when their situation is arguably indistinguishable from that of their neighbors.
