The arts are facing a major financial crisis. The federal government plans a 42% cut in grants to cultural organizations between 1996 and 1999, and provinces and municipalities are also cutting funds to the arts. Many artists are losing work, and the arts are becoming more commercialized.

The spectre of factions battling in Quebec over the separatism issue may have helped the International Olympics Committee decide not to name Quebec City the site of the 2002 Winter Olympics. Why separatism is a poor choice for French-speaking Canada is discussed.
