MBNA Corp. is moving to expand its clout with a new 10-strong office in Montreal, Quebec, that would increase the number of MBNA Canada Bank employees to 113 across Canada. The credit card company initiated issuance of cards in the province in early May 1998 and its new office will open any time soon. MBNA has been recruiting clients in Canada since January 1998 and is said to have lined up 36 credit card endorsements in the country. The moves are part of an effort to MBNA to control a share of the Canadian credit card business valued at C$20 billion.

Lucien Bouchard, one of the most pragmatic of Quebec premiers' question regarding Quebec turning to the private sector to relieve the pressure on its overstressed health care system has raised concern. He feels that the state devotes maximum amount to health care, which would result in deterioration in education, social services and highways without any meaningful improvement in health care.
