Many Canadian Senators acknowledge that the no vote on the Charlottetown Accord did not represent an endorsement of the appointed Senate; voters want reform. Instead of acting as a rubber stamp for the House of Commons, the Senate may show more loyalty to the regions they were elected to represent.
