Article Abstract:

Australian Prime Minister John Howard might appoint a special envoy to Iraq to participate in all major decisions on rebuilding the war-torn nation, including the trial of Saddam Hussein's captured regime members and the launch of a new currency. The prime minister is also pushing forward the idea to restructure the UN Security Council after it's failure on Iraq, and bringing in Japan, Germany, Brazil, and Indonesia as permanent non-veto members.
