Too many parties with vested interests are using news reports about consolidation among health maintenance organizations to advance their own agendas in Congress. It should be pointed out, however, that the Federal Trade Commission's market-by-market assessment of the potential consumer impact of a merger is a regulatory mechanism which has been quite effective. Furthermore, health care plans are providing customers with more choices. The real issue, then is addressing the crisis of uninsured employees.

State road crews are expected to start the work on a 12.5-mile, $700- million extension of the Interstate 355. The eight-lane highway will be a toll road to be financed without any federal money. The project is one of the dozen toll roads being constructed nationwie, from the Suncoast Parkway near Tampa to the Tacoma Narrows Bridge across Puget Sound, to an extension of the Dulles Toll Road at Leesburg, VA.

Mortgage supplier Fannie Mae announced the implementation of new policies on the loans that it purchases from lenders to protect them from abusive lending practices. Fannie Mae said it will not buy mortgages and home- related loans that result in exorbitant fees, prepayment penalties or a requirement that borrowers must buy prepaid single-premium credit life insurance policies to qualify for a mortgage.
