The Federal Communications Commission (FCC) is expected to announce on Nov 9, 2000 proposed rules that would allow wireless firms lease out or sell unused airwaves. According to FCC officials, the commission is conducting a review process that would result in a secondary market for the airwaves. The move is designed to encourage a new market wherein brokers offer slices of airwaves and prices rise and fall according to demand.
