The Environmental Protection Agency (EPA), on September 7, 2006, officially proposed a rule, which requires that 3.71 percent of gasoline demand in 2007 to come from renewable sources and wants to cut petroleum use by 3.9 million gallons by 2012, and correspondingly reduce greenhouse-gas emissions by 14 million tons annually. House and Senate appropriators have however refused the administration's request for $11.4 million to implement the regulation as the fiscal 2007 Interior-Environment spending bill contain hundreds of million dollars earmarked for projects in their home states and districts.
