Bans and exceptions

Article Abstract:

The supporters of South Dakota's ban on abortions are employing the availability of emergency contraception to counter criticisms by abortion-rights advocates that the law makes no exceptions for rape and incest victims. They are focusing on a particular section of the law that exempts from the proposed ban any 'contraceptive measure' that is 'administered prior to the time when a pregnancy could be determined through conventional medical testing'.
