British Columbia Premier Glen Clark took a tough stance towards US fishing vessels entering Canadian waters. Three US boats were intercepted and fined $300. The confrontation is the latest skirmish in the battle over salmon fisheries. Pacific Salmon Treaty negotiations broke off on May 20, 1997.

Many independent fishermen in Steveston, British Columbia, resent the federal government's poor handling of the the Pacific salmon fisheries and new licensing laws. Fisheries Minister Fred Mifflin introduced a plan on Mar 29, 1996, that would cut the number of fishing licenses by 50%.

The US and Canada have been disputing one another's rights to coho and sockeye salmon since the Pacific Salmon Treaty negotiations collapsed in Jun 1997. The fact that the coho stocks are endangered while sockeye are not complicates the situation.
