India has accused Pakistan of sponsoring the hijack of Indian Airlines Flight IC814 in Dec 1999 but has failed to successfully pressure the US into blacklisting Pakistan. However, the reaction of the US government over the hijack has placed Pakistan on the defensive. US government officials voiced their concern over the links between the Pakistani military and the Harakat ul Mujahideen (HuM), the group implicated in the hijack. The HuM has been officially designated a terrorist organization by the US.

The arrest of the leader of the long-running Indian separatist insurgency group National Socialist Council of Nagaland (NSCN) in Thai territory has threatened to undermine peace talks between the NSCN and the Indian government as well as a ceasefire declared between the two in Aug 1999. Indian security officials are concerned that NSCN leader Thuingaleng Muivah was arrested by Thai immigration police after arriving from Pakistan, where he is thought to have negotiated with Pakistani military officials over arms from the NSCN.

Thailand has proposed a joint regional security arrangement with Sri Lanka, India and Bangladesh to counter gunrunning and narcotics smuggling in the Bay of Bengal. The proposal may prove to be a breakthrough for regional anti-terrorist cooperation and could lead to closer security ties and regular exchanges of intelligence between these countries. It also signals a change of heart in the Thai government over Sri Lanka's concerns on the activities of the rebel group Liberation Tigers of Tamil Eelam on Thai territory.
