The timing and presentation of the Russian spy rock story suggests an attempt to smear independent non-governmental organizations by suggesting they are tools of foreign influence. President Vladimir Putin has in the past sought to balance those who advocate increased openness with those who desire a return to a more traditional security state but he evidence suggests he is favoring the latter.

The role of the increasingly influential Federal Protection Service (Federalnaya sluzhba okhrany - FSO), which is emerging as the President's personal intelligence arm, is examined.
