A full-scale conventional war over the disputed state of Jammu and Kashmir is expected to flare up between India and Pakistan between Mar 2000 and roughly Jun 2000. Indian military leaders have reported that Islamic fundamentalists sponsored by Pakistan and the Taliban of Afghanistan have been waging an attack of infiltration since 1989 within the disputed state. India has therefore declared the conflict over Jammu/Kashmir as a limited war: restricted in duration and objectives to ensure that it remains below the nuclear threshold level, so that neither nation resorts to the use of nuclear weapons.

Article Abstract:
India is considering the creation of yet another government agency gather, collate and evaluate military intelligence after it failed to detect the intrusion by Pakistani soldiers and Islamic mercenaries in Kashmir in summer 1999, that resulted in 11 weeks of fighting. The agency will include officers from the defense services, the international intelligence-gathering Research and Analysis Wing and the internal Intelligence Bureau.
