The Ready Reserve Force (RRF), through Transportation Secretary Rodney Slater, awarded 10 US ship-owning and -operating companies a total of 39 performance-based contracts worth approximately $1.1 bil. Under the contract, the companies will provide shipyard, maintenance and operational services for the RRF's military useful ships and keep the ships in a state of readiness. Activation of the ships should also be possible within 5 to 30 days notice from the Department of Defense. The companies that received contracts included Apex Marine Ship Management, Interocean Ugland Management Corporation, Keystone Shipping Services Inc., Mormac Marine Enterprises Inc., Marine Transport Lines Inc., Ocean Duchess Inc., Patriot Contract Services LLC, Pacific Gulf Marine Inc., Sea-Land

Northrop Grumman, prime contractor for the Advanced SEAL Delivery System (ASDS), and the Naval Sea Systems Command announced that the program is on track. Northrop has solved its technical problems and the Navy has corrected its program oversight. One of the problems encountered by Northrop was its misunderstanding of the shock-resistance requirement of the ASDS. Northrop had to redesign the whole submarine. The ASDS integrates many commercial off-the-shelf equipment, the installation of which caused additional delays. Northrop is expected to deliver the first ASDS in the summer of 1999.

Itar-Tass reported that the local government of the Arkhangelsk Region in Russia awarded a contract to Russian shipbuilding and repair company Zvezdochka on Nov 27, 1999, to modernize the Russian Navy's large nuclear- powered air-defense cruiser 'Admiral Ushakov.' The work will be done at Svezdochka's shipyard in Severodvinsk, Russia. A press release issued by a local Russian regional administration reported that at least 4 billion rubles would be required for the overhaul.
