The present extent of the global operations of the US Navy is seriously putting a strain on its non-deployed forces. While its deployed forces continue to be on a high level of readiness, as exemplified by recent activities in the Mediterranean and the Persian Gulf, it is in the quality of the fleet's non-deployed forces that problems arise. For the US Navy to maintain its leading role in the 21st century, it is imperative that a balance must be maintained through modernization and recapitalization initiatives.

NATO's use of gradual escalation in Kosovo, Yugoslavia, is emerging to be the model of future wars. Throughout the 78 days of Operation Allied Force, critics were saying that the strategy would not work. But the use of stealth and electronic warfare, which according to NATO offers a 99.6% accuracy rate, forced the Serbian Army to accept NATO's terms. The Kosovo case also showed that gradual escalation was very effective in limiting the number of civilians affected during the confrontation.

The Department of Defense (DoD) can rely on Advanced Concept Technology Demonstration (ACTD) program to carry out efficient acquisiton decisions. The ACTD program allows the department to match its operational need with the proper modern technology available in the market. More importantly, ACTD marks a shift in defense policy at a time when the demand for high- technology in the military is highhly needed.
