The only significant active duty quality of life initiatives in US President George W. Bush's 2006 defense budget request to Congress are a 3.1 percent military pay boost and an increase in military housing allowances. Other issues discussed in the Congress include several veterans' issues, improvements in military death benefits, and aid to families that have suffered wartime losses.

The department of Veterans Affairs (VA), is poised to launch a reconstruction of its health care system under the title Capital Asset Realignment for Enhanced Services (CARES), the impact of which would be felt by veterans and communities nationwide. The VA chief is optimistic that through CARES, VA would reshape health care for future.
