The defense authorization bill, which contains several cliffhanger issues, is still awaiting Congress' approval. Authorizers are agreeing that there should be a phase out of the age-62 offset in the Survivor Benefit Plan, but are disagreeing on the length of the plan. The dispute regarding building military family housing on and off the base are discussed.

Former Air Force Chief of Staff Ronald R. Fogleman describes his abrupt exit from his position as early retirement because of frustration with Dept of Defense politics. He describes Defense Sec William S. Cohen and his senior staff as unwilling to cope with any views but their own.
