Palestinian President Mahmoud Abbas has announced a structure for many branches of the security services, under the authority of Ministry of Interior. Abbas faces many obstacles including institutional opposition from Arafat's old guard in Fateh, long the dominant political force in Palestinian politics that are splitting apart and the security chiefs who will not easily relinquish their power.

The per capita availability of water in the Middle East and North Africa has plunged by more than half from 3,000 cubic meter in 1960 to around 1,250 in the late 1990s. The per capita figure is projected to fall further to 650 cubic meter by 2025. In contrast, the region's population of 290 million has doubled during the period and is expected to double again in the next 30 years. The declining water supply is expected to increase the tension in the already volatile political and military conditions in the region
