A better war in Iraq: Learning counterinsurgency and making up for lost time

Article Abstract:

Successful counterinsurgency campaigns of the past suggest improvements in manning, training and equipping of the advisory teams to improve Iraqi police and army battalions, reshaping the intelligence effort to provide trained intelligence staff to identify the insurgents, and creating an information agency. The most important lesson of the past is the critical role of national patience and persistence in defeating insurgency, and the prime requirement for a successful counterinsurgency effort is intelligence derived from a supportive population.

Article Abstract:

Events since 1986 have demonstrated that insurgency and terrorism are the most likely and dangerous threats that the US would face in the foreseeable future. The Army must develop a more adaptive organizational culture to counter the future threats by changing its focus from a centralized, specialized focus on major conventional wars to a more decentralized and less specialized focus on full-spectrum operations.
