The British Broadcasting Corporation Ltd and Independent Television treat creative workers inappreciatively. They fail to recognize the important role of creative work in making a successful television programme. Broadcasters in the UK do not allow producers to hold the rights to their completed work. They also do not offer sufficient funding for projects and are very concerned that program production stays within budget. The bulk of the available money is used to pay stars featuring in the programs whilst the contribution of those working behind the scenes is not fairly rewarded.

There are mixed views about whether there are sound economic arguments in favour of ITV's decision to make current affairs the focus of its schedule. There is particular scepticism among media specialists, who feel that ITV should be content to let non-commercial broadcasters dominate in current affairs programming. ITV director of programmes David Liddiment refuses to justify this approach, although he is not willing to make any predictions about how audiences will react to the new emphasis.

The price charged by ITN to ITV for its news service will come under close scrutiny from a steering committee established to renegotiate ITV's news supply contract. HTV and Yorkshire-Tyne Tees TV, which both have places on the committee, believe that ITV should pay ITN much less. However, their arguments will be opposed by representatives from LWT and Carlton UK TV, the main shareholders in ITN.
