Who has the right?

Article Abstract:

Independent producers must battle broadcasters about retaining rights to their programs and believe that since they provide the program, they should retain the rights. The BBC believes that it should have license rights to programming it finances and markets, Channel 4 believes that rights should be a partnership with the producer, and ITV believes that the company producing the program should retain the rights.
