All wired up and no place to go: the search for public space in U.S. cable development

Article Abstract:

Video common carriage would be a more equitable means of providing cable television service than the cable monopolies currently in place. Cable systems are virtually all privately owned, and only a few cable markets are serviced by more than one system, resulting in severely limited public influence over cable TV in the US. If cable TV were put under the aegis of the telephone industry, funded by monopoly profits regulated by public utility commissions, the quid pro quo could be a degree of public control and public subsidies for independent TV program production.
