Regulated discriminatory access prices in the telecommunications industry generate welfare implications, while unregulated discriminatory access prices produce adverse effects. If access tariffs are regulated, discriminatory prices can be used to enhance inefficient conditions that arises from downstream imperfect competition and from varied cost functions. Meanwhile, in an unregulated situation, the benefits of access price discrimination are usually reversed when an upstream monopolist makes take-it-or-leave-it offers to downstream producers.
