International Internet regulations should be established that meet the needs of different countries. All governments agree that intolerable information should be prohibited from the Internet, but governments differ on the definition of intolerable. China may want to suppress contact with the west, Germany may wish to preclude pro-Nazi propaganda, the US may wish to prevent indecent material, and Singapore may hold Internet Service Providers responsible for offensive conduct. A multinational agreement should establish flexible standards that could be used by all nations according to need.

Issues concerning the economic and commercial effects of electronic money, mainly in the form of digital value units, are discussed, and it is argued that such money will greatly impact the sovereignty of nations, diminish a country's control of its own money supply and result in less control over national currency markets.
