Article Abstract:
The development of standards that are compatible with those of other countries could lead to the successful entry of foreign firms into domestic markets. To prevent this from happening, and to protect local firms from competition, regulators often come up with local standards that do not conform to international norms. However, the case of the French color television industry, where local standards do not meet international norms, proves that such a strategy on the part of regulators does not benefit local industry at all.

Competitive television broadcasting companies opt to air programs that have mass appeal regardless of its cultural and social significance to the viewers. Advertiser-financed television companies opt to air programs which have little social welfare significance while pay television companies choose the other. In a restricted channel environment, these same companies will be inclined to show programs with a wider appeal.
