Research describing access charge problems in deregulated industries is presented. In particular it is shown how the effects of access charging influence economic welfare in telecommunications markets.

Guidelines for regulators implementing the Telecommunications Act of 1996 are discussed. Issues concerning regulation, and protecting and promoting competition, are examined.
