Article Abstract:

The formation of financial partnerships between probation services and voluntary sector organizations in drug abuse cases continues to be problematic. Probation officers still wield considerable authority over drug offenders in preserving one-on-one relationships, to the possible detriment of voluntary in-house case workers. Offenders may be denied resources and benefits that case workers can provide.

Article Abstract:

Literacy levels of criminal offenders can be improved through the efforts of a probation service program. Since increased cognitive skills are a byproduct of higher literacy levels, literacy programs help probation services obtain behavioral goals for clients. These programs should be applied consistently and offer a wide range of subjects.
