Execution of mentally disabled killer shames our 'civilized' society
Article Abstract:
Capital punishment for the mentally retarded shames civilized society and should be outlawed. Approximately 30 of the 350 convicts on Texas death row who have been executed have also been mentally retarded. The US Supreme Court ruled in the 1989 case of Penry v. Lynaugh that capital punishment for the mentally handicapped was not cruel and unusual punishment. Notably, the Court left the possibility that a moral consensus against such punishment for the mentally retarded might someday arrive. That day is here.

Pursuing justice for the disabled
Article Abstract:
The ABA Commission on Mental and Physical Disability Law has throughout its 25 years in existence worked to support the rights of persons with disabilities, from developing relevant publications to providing training and technical assistance. One publication is the Mental and Physical Disability Law Reporter, which began publication in 1976 and is the longest-running disability law source in the field. The Commission also gives scholarly analysis and technical support in other publications.
