Some analysts maintain that political corruption can be reduced and accountability increased by increased access and participation. This is a flawed view since access may increase the potential for corruption and accountability depends on a range of political and semi-political bodies.

Democratization is often seen as an opportunity for increased decentralization, accountability, and an attack on political corruption. Examples from Gambia and Tanzania illustrate how lack of attention to concrete outcomes for the goals above may render them rhetorical.
