Issues are discussed regarding the laws in at least 16 states requiring the presence of some civilians at each execution to ensure its carrying out in a dignified, humane manner. The increase in executions create a large demand for civilian witnesses, and the different responses of states are described.

1992 marks the third time since 1990 that the ABA's House of Delegates may have a floor fight on the abortion issue. An abortion-rights resolution is part of the agenda for the organization's 1992 meeting. The resolution, similar to the one adopted and rescinded in 1990, is against state or federal laws restricting abortion and for laws protecting the right to abortion. It is sponsored by the National Assn of Women Lawyers and the National Conference of Women's Bar Assns. The Pro-Bar Committee for Abortion Neutrality does not want the ABA to take sides on the abortion issue.
