Abolition of the presumption of 'doli incapax' and the criminalisation of children

Article Abstract:

The 'doli incapax,' or the presumption that children are incapable of crime, is not intended as an avoidance of punishment but as acknowledgement of certain special considerations. Television licence evasion and the criminalisation of female poverty

Article Abstract:

The criminal justice system unfairly focuses on poor females in their prosecution of television licence evasion. In 1994 over 50% of criminal convictions of women concerned television licence fees. The disproportionate number of women convicted of the crime offers broad implications as to the treatment of female poverty by the UK justice system.
