Frank N. Wilner, Chief of Staff to Commissioner Gus A. Owen of the Surface Transportation Board, believes that supporters of limited government and free markets can turn their aspirations into reality. Himself an advocate of limited government and capitalism, Wilner contends that neither he nor Commissioner Owen expects to achieve big victories in promoting their cause. Instead, they are are content to achieve with small successes.

The Americans with Disabilities Act has brought about a decline in the employment of disabled workers. The additional cost of employing disabled people to meet the accommodation mandate of this legislation has made these people quite unattractive to companies.

The issue of government intervention in markets is discussed, with focus on the concept of market failure which is a defective way of addressing this problem because, as a deductive model, it relies on theory rather than on practice.
