A case for regulating cyberpayments

Article Abstract:

Development of federal government regulation to encourage the use of retail electronic payments, including smart cards and electronic banking, are discussed. Topics include adoption of rules for cyberpayments to enable competition with other forms of payment, data protection, and the use of rules to encourage consumer acceptance.

Regulating human gene therapy: legislative overreaction to human subject protection failures

Article Abstract:

The author argues against further congressional regulation of human gene therapy, despite the well-publicized death of a man during experimental treatment. Existing laws and regulations covering gene therapy and human subject protection are discussed and the need for enhanced federal oversight is suggested.

Consumer privacy protection: a call for reform in an era of financial services modernization
