Small insurance agencies might want or need to consider joining a cluster organization to compete in today's insurance market. Such moves allow agencies to remain independently managed but allow them access to economies of scale in administration. Additionally, cluster organizations can open new markets to insurance agencies. However, agencies that join such organizations need to define how costs will be divided.

Attorneys are anxiously awaiting a new federal regulation that will require homeowners and owners of apartment buildings with up to four units to disclose the existence of lead-based paint. The regulation, which applies to structures built before 1978, takes effect Dec 6, 1996. The rule does not require that lead-based paint be removed, but lawyers think that owners will remove it, to avoid possible liability.
