Independent agency clusters are being viewed more favorably by large national carriers, though the concept has not been widely accepted by the smaller regional carriers. Clusters are unified distribution systems created by smaller independent agencies. The advantages of clusters include efficiency, improved access to rural markets, and spreading of risk. The lack of direct relationship between carriers and agents is seen as a major disadvantage. The Independent Insurance Agents of America has been assisting its members in forming clusters. The number of clusters in operation has been estimated at over 250.

Many in the insurance industry are concerned that the recent appointments of Howard Metzenbaum and J. Robert Hunter to the Consumer Federation of America (CFA) will polarize attempts by consumer groups and the industry to achieve progress on consumer insurance issues. Both Hunter and Metzenbaum are known as pro-consumer advocates who could cause the industry much problems as they seek solutions to problems such as price-fixing and product liability. However, others in the industry feel Hunter and Metzenbaum may not be very effective given the pro-business climate favored by Congress.

The Insurance Services Office is recasting itself as a third party insurance vendor from its traditional role as a special information organization. The group, which is owned by 637 insurance company members, is consequently in the process of developing new niche information products. The new marketing approach could eventually lead to a change in the organization's non-profit status. Sources from insurance carriers have noted that they have only noticed a change towards a more service-oriented approach.
