The Malcolm Baldrige National Quality Award is bestowed annually on companies that demonstrate excellence in the areas of manufacturing, service and small business. Companies must fill out an application that includes examination questions in seven categories: leadership, information and analysis, strategic quality planning, human resource development, management of process quality, operational results, and customer satisfaction. Companies might want to consult a booklet called 1992 Award Criteria before applying.

For example, 24-hour coverage can help companies lower total insurance costs and can help speed the compensation process by taking advantage of an improved administrative system. Critics of 24-hour coverage believe that such policies might not yield cost savings and could severely affect the competitiveness of traditional workers' compensation programs.

A number of factors are hurting the workers' compensation market. For example, payroll costs are not keeping pace with workers' compensation cost increases. Demographic trends, an economic depression, rising medical costs, high compensation awards and inefficient operations also contribute to market problems.
