Article Abstract:
Health care purchasing alliances are enabling some entrepreneurs and employees to purchase affordable healthcare for the first time. The increasing use of such alliances, which were first conceived around 1980, was spurred by the runaway cost of healthcare in the 1980s and the subsequent interest in national healthcare reform. The Health Insurance Plan of California, the only plan to offer hard data on premiums, reported a 5% reduction in premiums on average in 1995 and a 6.3% reduction on average in 1994.

Article Abstract:
Managed care programs have received favorable reviews from most of their enrollees but tragic stories of mismanaged programs and errors in practice achieve larger headlines and are remembered more easily. These favorable reviews have caused managed care organizations to remain complacent when they are attacked. It is important to educate enrollees about the services available in managed care and why many enrollees are satisfied with their managed care plans.

New Jersey and New York are attempting to pass similar legislation. California, which has a mature managed care operation, is attempting to pass patient protection legislation which is supported by Ralph Nader.
